Creating subpage for existing Wikipedia

I wish to create a subpage for The National Arts Club. Based on what I've read it seems that feature could be turned off. Is there a way I can turn it on? I've read a few articles about subpages and I'm a little confused about what is allowed and where it is allowed. Any help would be appreciated -thanks! @Susan21w: "subpage" here refers to a specific software feature for pages with a slash in the title like "National Arts Club/Members". This software feature is disabled for articles and cannot be enabled. It's possible to create a second article about National Arts Club like "List of members of the National Arts Club" but it wouldn't be classified as a subpage. It's a small article. Couldn't you just expand it? It's difficult to create an article satsfying Wikipedia requirements like Wikipedia:Notability. I recommend Wikipedia:Articles for creation if you want to try. Need input on a group of subpages for one article

Would like some input from the watchers of this page. There was an unrelated page move at Talk:United Kingdom general election, 1832–33#Requested move 18 October 2018 which was using subpages to store article information. It seems I'm the only one that has raised this issue there, so would like to know if this is a valid use-case or not. Note that the discussion has also branched off to Talk:List_of_MPs_elected_in_the_United_Kingdom_general_election,_1832–33#Use_of_subpages so pick where-ever you want to comment. Section 'Disallowed uses' needs work

I think section § Disallowed uses should be rewritten for clarity, in particular with the bullets under point #2 which have a mix of positive and negative which makes it difficult to follow. Because the section header is couched as a negative, the main four points (written as declarative sentences in the positive) describe what *not* to do, i.e., 1) Cforks, 2) Drafts in mainspace, 3) "permanent content", and 4) pasting copyrighted material, are all things not to do. So far, so good, and if that were the end of it, I would be okay with it (with one caveat, see last paragraph).

However point #2 has bullets under it with a mix of positives and negatives: i.e., *do* surround category links by nowiki's; *don't* include them in navboxes; and *do* move drafts away from mainspace. This mix of + and – wording makes keeping track of where you are in the "disallowed" logic—what is disallowed, and what is a positive remedy being advised. It becomes fuzzy by the time you get to sub-bullet 1, i.e., whether nowiki-fying categories is part of a disallowed thing, or something you are being advised to do as a remedy. If you get past that one with the logic of point #2 still intact in your mind, when you get to the second bullet, it has the 'dont' about navboxes, which muddies the parsing situation further, and you end up having to backtrack to understand it.

Further, how are any of those sub-bullets illustrative of item #2, which is about "Writing drafts of major article revisions"? They don't seem to belong there at all, but perhaps as something entirely different.

This is all very messy, and needs a rewrite. Maybe pull out all the sub-bullets into a second paragraph, dealing with some more dont's, or I'm not sure.

Also, I have no idea what point #3 ("permanent content") is trying to convey. It sounds like it is saying, "Don't use user subpages if you intend the content to be merged into an existing article or moved to a new article at some point", and if that is what it means, point #3 should simply be deleted because that is exactly what a user subpage is for (see § Allowed uses #2).
