See page 19 of the ICJ judgement: treaty of 7 January 1935. Though the judgement makes it clear that Libya's argument was based chiefly on a claim going back to the Ottoman empire -- I'll see if the article needs revising.

Correct! It's more likely to be of Toubou origin.
