Brest, France vs Brest, Finistère

Hello,

Brest in France, like Brest in Belarus, is a quite major city which took part to the international history. Therefore the name of the city followed by the name of the country is better suited than the name of the département which are worldwide unknowned. This following rule, name of city followed by the département, was I think originaly created for small towns or villages who are not alone in France to bear their names.

There is only one Brest in France.

Brittany and the administrative region of Brittany (Region Bretagne)

Brittany is a historical region of France as opposed to the administrative region of Brittany (Region Bretagne). Currently, Brittany's sole official status as part of the French Republic is as an administrative region. Missing a research/educational institute?

https://www-iuem.univ-brest.fr/en, the Institute Universaire Européen de la Mer, would seem to qualify for a mention. They seem like at least a nationally important research center, are somewhat active internationally, and also have Master's and PhD programs.

I'm really new to wikipedia editing, despite this account being created a few years ago, I've done very little of it, hence just the suggestion here on the talk page rather than a direct edit. I'm in no way affiliated with IUEM. It is in an adjacent field to the one I've studied, so while it's theoretically possible I'd apply for a job there at some point, the "adjacent" part makes that unlikely.

Climate not like Neah Bay, Washington

Not sure why someone has added 'climatic conditions also resemble Neah Bay, Washington'. Brest is considerably warmer throughout the year, has a maximum recorded temperature a clear 8C higher, has only 60% of the rainfall of Neah Bay and has more sunshine through the year, not suffering the regular fogs of the Pacific coast of Washington.
